Paying for a partial repair

BSI has also proposed a partial repair: replacing six stretches of concrete for $437,160. The Roads page splits every bid across all 61 lots by frontage. This page looks at two other ways to divide a partial repair: only the lots on the repaired road pay, or everyone pays by how close they are.

Every figure on this page follows from the $437,160 bill and the board’s planning assumptions: 10 years at 6% with a 10% change order allowance, the same as the Roads page. Nothing here is a bill. How a partial repair would be divided is the board’s decision, and nothing has been decided.

BSI priced the partial repair at one rate, $12.10 per square foot, so each section’s cost is its square footage at that rate. A lot counts as fronting a section when its lot line runs alongside that section’s pavement.

If everyone paid, weighted by distance

Paying by frontage draws a hard line: 26 lots pay, 35 pay nothing. This option keeps everyone in, but scales each lot’s share by how close it is to repaired pavement, measured along the road from the lot’s driveway to the nearest section. A fronting lot carries full weight. A lot farther away carries less, falling off smoothly, down to a floor that everyone pays no matter where they sit. Each lot’s share is its plat frontage times that weight, so among equally close lots the split stays the rule the workbook already uses.
